Is it possible to create a 1099 to issue to a contractor when filing your own tax?

I have a client asking if I can create and file a 1099-MISC or 1099-NEC for someone they hired while I also preparing and file their own (the client's) tax return. My understanding is that this is something that must be done through the IRS portal or through third-party software like Quickbooks. This started as a simple self-employed tax return until they remembered they had hired someone to help on a job and now are insisting that I should be able to do this. So I wanted to confirm with you all in the community. Thanks.

There is an add on program (Quick Employer Forms) that allows you to prepare 1099s, but for one 1099, it isn't worth the additional cost.  So the answer to your question would be "no".

efilemyforms.com.....inexpensive, the service will print/efile/mail 1099s.  Something like $5 per and of course charge the client a base fee.

The 1099 series is filed to the IRS with a coversheet 1096. You need to do both. And there is a deadline, which has been missed. You might counsel the contractor, if this is construction, how to use a W9 and a lien release, too.
