Inmate, through his sister, submitted pre-filing information and tax documents to file 2017 and 2018 tax returns.
Is there a way to file the tax return without a POA? If a POA is required, can the return be filed simultaneously with the POA attached or POA must be processed and approved by IRS before filing?
Since 2017 must be paper-filed, can the sister cite incarceration as a reason other than “disease or injury or continuous absence” to get authority to sign return?

He's in maximum security with no visitors or mail allowed? Legal mail is always allowed; has the sister asked his lawyer for help (even if a public defender)? If he is incarcerated because of a crime with financial implications -- for example, selling drugs -- are you and the sister sure you want to sign the returns?

I have just had the person wanting to file inmates return to visit them, and have them sign, or mail the return to them to sign

Thanks Bob! No drugs, just a petty crime but I agree mailing the return to him will be best option thereto.
