independent financial planner lives and works in massachusetts but has some clients in other states. Brokerage gave him 1099 nec for each state he has a client in. Does he have to file state tax forms in each state

Maybe. You need to research each states rules about what constitutes in state revenue and filing thresholds.
How much are we talking per state? If it's <$1,000 or so for each nonresident state, I'm not going to bother.
Thank you, I just got full 1099 NEC all was reported to Mass only one form actually said
"Oregon non resident amount reported 1200.00,
so I believe I have to file in Oregon, but will check out the others (three have no state tax yeah!)
