I did not receive the CD

I have a new computer with Windows 10 & keep getting Error codes 126 & 4-0 in 

the 2017 Pro Series Professional.  Says I don't have internet, but I do.

Have not receive 2018 CD .  Will not let upload 2018 even though I paid for it.

Need help!

I am looking up information on your error 126, but for the 4-0 it could involve your .NET framework, check out this article: https://accountants-community.intuit.com/articles/1608110-proseries-failed-to-license-products-due-t... I'll come back about the 126.  What were you doing when you got that error?
