I dont have any of these, but a quick google search says youre correct.
It says except Canada or Mexico and the United States.
I do not remember reading about any changes about this.
Im pretty sure the change occured in 2020. I still have some that claim their parents in Mexico and its only a state benefit.

It looks like you can claim parents not living with you. This is from CA pub 1540.
Stepparents are treated the same as parents for tax purposes. If you were unmarried and not an RDP, you may be eligible for the head of household filing status even if your father or mother did not live with you. However, your parent must have been a citizen or national of the United States, or a resident of the United States, Canada, or Mexico.
