Does the lack of an EIN for a foreign employer prohibit an electronic file through the system? i.e. taxpayer working overseas in which employer does not have an EIN.

It shouldn't. Be sure you've checked the "foreign employer without an EIN" box.

That's the right box. I didn't have a computer handy when I was responding, so didn't remember the exact phrasing.
