Requirements for California tax preparer (Out of state CPA)

Hello.

I am a Virginia CPA, and currently preparer taxes for VA residents/corporations only. Recently, a California corporation contacted me to prepare its 2023 income tax return (10% income from CA, 90% income outside USA). I am trying to determine if I fulfill the California requirements for tax preparers. I found some info at:

1. Does the CTEC registration requirements apply to preparers that reside in California only? 

2. Is there any other requirements from the California Tax Franchise Board and/or the Department of Tax and Fee administration? (or other department/board)
