state estimated taxes

Lacerte indicates that NJ 1st quarter estimated tax is due 7/15/2020.  When I look online it says that the governor has not signed the bill and it is not official.  Who is right?

New Jersey lawmakers are expected to vote Monday to extend the state’s fiscal year through September and grant taxpayers a three-month extension to pay and file their state taxes.

Gov. Phil Murphy announced last week after days of deliberating that he’d reached an agreement with leaders of the state Senate and Assembly to push back the April tax deadline and with it postpone the June 30 fiscal year end to Sept. 30.

You have to remember that people in New Jersey -- well, let's put it this way.  They're not even allowed to pump their own gas.
