Is anyone having a problem getting form 2848 to the IRS

Having problems getting a form 2848 to the IRS.  Fax number 855-214-7519 is not answering to take a fax.  Mailing them but the IRS agent I spoke to on Thursday May 28th states everything is just laying in the mail room.  No one there to process and someone may be back by July 15th or later.  Before Thursday May 28th I was able to contact the Tax practitioner Hotline and send to the IRS agent on the phone and they would post transcript in the my Mailbox.  However as of last Thursday, the IRS agent I spoke to stated that line was not accepting any more phone calls and that they were not able to post any more transcript because they were overloaded.  She also stated that the above fax number was put back into service.  But no luck.  Any solutions.
