Not allowing files to transfer from year to year if marked Final or have Date of Death

On Individual Files - why does the file still need to be allowed to transfer to the next year if there was a date of death entered for the taxpayer. Either give an option to mark the file as "not to transfer to the next year" or lock the file to keep it from transferring.

On Business Files - why does the file still need to be allowed to transfer to the next year if the current year was marked "Final" for filing. Give an option to mark the file as "not to transfer to the next year" or lock the file to keep it from transferring. 

With our client base of over 5000 clients, we spend a great amount of time just trying to clean up the system each year after transferring files from the previous year. Yes, we transfer all because it is a quicker process then one at a time and you never know which clients will return and which will not.

Thanks for the idea to mark files as "Not to Transfer" for upcoming years due to death and mark as "final" for Businesses to stop from transferring. We are changing the status to "Open for voting".
