Form 843 required to refund penalties paid on estimated payments after 3/28/19 update. This form should be available if it is offered on ProSeries Online and Lacerte . I always feel like ProSeries is the middle child and gets paid no attention or upgrades as it should.

Not ideal, definitively, The consolation is that there is not a lot that would flow from the return to this form other than basic taxpayer data and the form will need to be filed on paper anyway.
ProSeries is not the middle child. Just to clarify, there is no ProSeries Online. What you referred to is ProConnect Tax Online (used to be called Intuit Tax Online previously).
ProConnect Tax Online (PTO) has the same form sets and uses the same tax logic as Lacerte, which is the engine under the hood. It has its own set of problems; although it runs on the Lacerte engine, the input is clunky and it lacks the features and flexibility offered by Lacerte.
