Why I cannot efile a NY Individual tax return when the NY IRC 414(h) enployee contrib ution already added back to the Federal adjuisted gross income

The NY IRC 414(h) public employee contribution is taxable in the state of NY, the amount is entered in the W-2 worksheet Box 14 with the drop box showing taxable correctly.  In the state tax return, the amount is added back to the Federal adjusted gross income, why the program still not allow me to e-file the return?

the 414h should not be added back onto the federal tax return... It becomes taxable when they draw it out in the future.  It is taxable now on the state because it will not be taxable in the future.
