How do I get the loss shown on line 12 of form 4684 to show on line 14?

Only one form 4684 with only one casualty loss listed.  The form is completed to line 12 showing a loss but line 14 is zero.

Was it for a federally declared disaster area? For 2018 they took away the casualty losses that were not for a federally declared disaster.
