Tax refund

A single tax client is due a refund, return was e-filed 2-13-2020 for 2019. I have written 2 letters to IRS, no correspondence, before or since. Get refund status says return is still in process.  All phone service is not available that I'm aware of. Any ideas?

Tax practitioner hotline opened the other day...nobody has been processing IRS mail though, so,your letters are probably still in a mail stack somewhere.
