Can an adult disabled child who was claimed as a dependent on parents return in 2019 file a 2021 return claiming the not received stimulus credit if their parents do not claim the on the parents 2010 return.

Got your tax years a little off if you are talking about the EIP 1 & 2.
Just because the parents do not claim them as a dependent, does not mean they're not one. Do they provide over half the cost of their own support?
The parents will receive the 3rd stimulus payment for them, provided they claim them as a dependent on the 2020 tax return.
