Taxpayer's W2 used her boyfriend's PA address. Driver's License is New Jersey. She normally files a New Jersey return. Can I file her as a New Jersey resident, claim the NJ-COJ for local, and file a Pennsylvania state return as a non-resident and get the state taxes back that she paid? She is a teacher in Pennsylvania, but hasn't officially changed her residency. She normally uses her mom's New Jersey address.

You have to find out exactly where she lived in 2023 and that will determine how you file. As far as driver's licenses, sometimes people do not promptly change their driver's license information when they move.
