The Federal individual program is requiring State of Georgia information (FEIN, address, etc,) to report a 2018 state refund, when it is not taxable (because client did not itemize in 2018) and Georgia did not issue a 1099-G. Has anyone run into this situation?

I know that for NJ, I can go online a see/print a 1099-G. Can you do that for GA?
Unfortunately, they have it only if the taxpayer itemized in the previous year.
