IF A PERSON WAS NOT CLAIMED AS A DEPENDENT IN 2020 AND RECEIVED 1400 AND IS CLAIMED AS A DEPENDENT BY HIS PARENTS IN 2021 ARE HIS PARENTS ELIGIBLE TO RECEIVE HIS 1400 ON THEIR 2021 TAX RETURN?

If the person is "Eligible" to be claimed and is actually claimed by his parents in 2021, presuming they meet income requirements etc. they likely will qualify for the recovery rebate credit when filing out the return. If you complete the forms and questions correctly, ProSeries seems to be coming up with the correct answer.

2020 has nothing to do with anything. You are reconciling 2021 Actuals against who got how much money or not. Fill in the tax form as applicable to 2021.
