withdrawal relief for covid related distribution 3 year average

I understand there will be a three year average for the covid relief distribution. Is this correct?  If so where can I find this in the software? Can't find it.

Program does not have form yet.  Scheduled for February 25th.  Form is 8915-E, which is available at IRS website.
