No, you don't have to be a home owner.
can I click Yes to "Principal place of abode" if they dont own a home? thats my question
Yes. An abode is where you live - house, apartment, tent, motorhome, hovel, cave, ... whether it is owned, rented or squatted.
The important portion of the question is "in the United States for more than half of 2021"
I'm just amazed at how many questions we have seen about abodes already this year. 🤔
In some parts of the country the abode is adobe!
Read the instructions for the top part, for Simplified refundable child tax credit.

And read the part for "abode:"
This means your main home was in the 50 states or the District of Columbia for more than one-half of 2021. Your main home can be any location where you regularly live. Your main home may be your house, apartment, mobile home, shelter, temporary lodging, or other location and doesn’t need to be the same physical location throughout the tax year.

There are a lot of resources on the web, and those meant for the tax payer are often written differently than the IRS info.
