The new download for the 2021 ProSeries has the old recovery rebate form in it. Do we know when it will be fixed or if they are allowing this reconciliation for the one stimulus payment made in 2021 that was based on either 2019 or 2020 tax income depending on what had been filed at the time?

2021 is still pretty much a beta version at this point, LOTS more updates and changes to come. I wouldn't expect to see a fully working version until January.
I never transfer all my clients over when they send out these early beta and other versions. I might bring a few over, to project and stuff, but usually delete them, because there is almost always an update that makes you wish you hadn't imported them and opened them.
I just posted this on your other question, so here it is again:
When Intuit releases the 2021 program, it mostly uses the 2020 tax laws. So it is pretty much completely useless until AT LEAST early-to-mid December.
Intuit only releases it this early so they can collect our payments a month early.
