Actually, this is not uncommon with PS and Philly. Methinks the PS software isn't very good regarding Philly.
Confirm you have the same account number, PHTIN, as the notice. They only go by the number, and if you file under a different number they don't see it. IF you call them they should be able to tell you which is the "live" number to use and can combine the accounts if multiples were created.
