E-File ONLY ?????  Creates more work.

I have no idea of how to get the referenced post. Even if I did I doubt that it addresses my problem because I never had a problem with the local tax form except that Intuit seem incapable of understanding and addressing the fact that the form has not changed in years and it is still late each year.

The problem is not that is doesn't nut it prints with the watermark DO NOT MAIL  E-FILE ONLY.

If you would read the posts, you would see they are talking about the same issue.  It's a shame that he made you so unhappy.
