Loading State Program. I keep on getting my state, not the client's

Oregon is loaded, but when I hit state for a client in Oregon, I get California

If its switchings directly to CA, without giving youa window with choices of states, that means CA is the only state installed.

Top menu bar Update > Select and Download New Products and make sure OR is chosen.

Good answer.  Since I had already downloaded the additional state and it didn't work, I moved to another out of state return and added that state and it worked.  Thus, I went back to the original one and it turned out that I downloaded the wrong tax form.

Self inflicted wound!
