Is the 8903 DPAD form really not going to be finalized until 3/31/22?

This is so frustrating as it pertains to about 800 of our returns that are agricultural clients. Their deadline is 3/1/22, which means that we will have to paper file all of these returns? The program also indicates that e-file will not be allowed for the 8903?

Apparently, the Intuit Developers must think that tax season doesn't begin until March.

Seeing as how the form hasn't changed since 2018, I strongly suspect that most other tax software has it ready now, or will have it ready very soon.
