For a taxpayer resident abroad, we are attempting to e-file a return but it is being rejected with the following error: F1116-013. The error detail reads: “If for any country in form 1116, Line 3b ‘OtherDeductionsNot RelatedAmt’ has a non-zero value, the [OtherDeductionsNotRelatedStatement] must be attached to Line 3b.”
There is an Early Withdrawal Penalty in the Interest Income Worksheet which flows to the Forms 1116, line 3B. There is also an amount on line 3A. Although line the Form 1116 (not the Worksheet) says “attach statement” there does not appear to be anywhere to create a statement for line 3b. The Line 3 “Other Deduction Statement” only produces for Line 3A. Attaching a pdf statement does not resolve the issue.
Has anyone come across this issue and a way to resolve it?

You need to fill out the 1116 supplement statement. Click on where do I enter (green ? mark top menu), and you will see the 1116 supplement statement. Click on it, and fill it out.
Thanks Terry, but I don't think that's the problem. The 1116 Supplementary Statement is automatically populated.
Yes it is automatically populated, but you may have to enter some info as not all info for all clients is automatically populated
I have the same problem.
I could not find the way to resolve it.

Thank you. What we did was override line 3b with $0 and made line 3c inclusive of the excluded amount. Hopefully that is sufficient for IRS purposes. The return went through however.
