Yes, it is Part of this forum, but it is the Idea Exchange subsection, so that instead of posting these discussions like you did here, you would be posting an Enhancement Request and in the Ideas Exchange, Intuit provided a Voting function and a Status function, so that you can see if others like your Idea, and if Intuit has started to take action on it.
Right here, you are simply complaining to peer users.
Over "there" you would be getting the attention of Intuit.
The link works fine. What you seem to have done is used the Search function, and then got directed to post a New Topic. You missed the link for New Idea.

If you are using a program access, I recommend using your internet Browser. Go to the place I pointed, here:

At the 3rd option across the screen horizontally, where you see the large "3" and the Submit, you should be seeing the Hypertext link, which is a Hot Link. The words specifically state: Submit Your Idea.
That is going to display your input screen.
