I was informed that the IRS has begun accepting amended returns for 2019 only electronically. First, is this information valid? Secondly, how can this be done using Proseries Basic; there is not an option to file 1040X electronically. Thank you

No, it has not begun yet. The IRS says "later this summer" they can do it.
Also, Intuit has not said what they are doing yet. My personal guess is that they will NOT update the 2019 software to do it.
Read your alert again. The IRS says it will be in the the Summer. No date has yet been set and it will take time for software developers to get their tax programs ready. I wouldn't hold my hope high that PS (probably like other professional tax software out there) will be ready at the same time the IRS starts accepting e-filing of 1040X.

2019 1040X can be electronically filed now if you prepared the original return.
As Susan says. There are also various other restrictions, so not every 2019 1040 can be amended electronically. This includes 2019 returns that were filed on paper. See this IRS FAQ for the details:
