dependent pin issued

I have a client for many years, usually filing HOH. This year he has  a dependent daughter and her 2  babies as dependents. He requested and received protection pin's for her and the children. When the return is filed it is rejected that the primary taxpayer did not list a protection pin on the return... he did not give one to me. I call the client, he goes into his ID me to check on the numbers and he also must use the same pin numbers as his dependents. I thought  that different pin numbers were issued for each person  on the return. I have refiled the return and waiting to see if it is accepted, but just wondering if anyone else has had this happen. Thanks in advance for any information

As far as I know you must enter the pin next to the dependent that has a pin. You do not put a pin for the primary tax payer unless he has one. The IRS issues a different pin numer for everyone that they issue one to, and a new one each year
