1099 int lines 13 and 8

Do I subtract line 13 from line 8 of form 1099 Int, and enter result on Line 2a of Form 1040?

most people dont want to have to go dig up a form and hunt for line numbers....what do these lines represent?

One method is to enter box 13 just like box 8, but as a negative number.
