Hey,

I input the 1099G which has no taxes taken off for NY .
The client now lives in VA. 
I noticed the state of NY has a refund of $32, shouldn’t it be accounting the state tax as well? Since it wasn’t deducted when payments were made? 

giving them a due payment, not a refund?

You need to look at the actual tax return (print it out if you have to), follow the money and see whats actually happening.

You mean, no Withholding. That isn't "taxes." It's a prepayment against any taxes, just in case a person owes and doesn't intend to pay.

That would not be for this reason. As you noted, there was no withholding for this part of their total financial picture, for what you allocated to NY. Look for something else, perhaps W2 or a Credit. You would be the one allocating, so look at that split data.
