PTC Form 8962 with children who receive SS

Form 8962 requires the household income.  In this case the three children receive SS and small retirement due to death of father.  Their SS and 1099-R are below the filing amount and not taxable.  on 8962 you only include household income if "required to file".  I believe somewhere I saw dependents with only SS and other income still under taxable level did need to file.  Can someone please advise?  This means the difference between a large PTC and none.

Don't include the kids' income.

You only include it if the kids' tax return has "taxable income" on Line 15 of the 1040.
