Prosseries won't load mfc140.dll

When trying to start Proseries 2019 I get the following System Error mfc140.dll. I have installed the driver. Reinstalled Proseries 2019 and keep getting the same error message. does anyone know how to fix this problem?

Thats a Windows system file...I found instructions for this error for CCH tax products...should be the same fix for Intuit since its not an Intuit program file, its Windows that needs fixing.
