I filed a NJ 1040 return 3 days ago and the acknowledgement still says Received by Intuit. Why the delay in it being accepted by the state?

Because NJ is always later than the federal. And the NJ acceptance date will be one day later than the federal accepted date.
How long did it take for the acknowledgement to finally change for you?
This is my first NJ tax filing, so I don't know what's normal for them, and, of course, I recognize not much of anything is actually operating normally right now, but the 3 returns were all eFiled over 24 hours ago and the Federal and Virginia returns were both accepted by their respective taxing agencies within a couple hours, but the New Jersey return status remains, "Return Sent to the State."
