The 2018 program did not support form 8990. Will this form be included this year?

It's not TOO early to notice mistakes or omissions, and it's not TOO early to bring it to their attention.
It is too early, in my opinion, to complain about it.

It is NOT included, at least at this point, in the forms available for 1040 filers. I also notice that Form 461 (Excess Business Losses) is not showing up. Have no idea how ProSeries can call itself a "professional" preparation package without including these forms.

I am getting pretty tired of them not including forms. I haven't had a chance to download the program for 2019. It doesn't seem like a professional package when they don't include forms that are necessary for tax preparation. If these forms aren't included this year, it will be my last with ProSeries.

Lacerte/PTO do have F.8990 but don't get too excited because it's only a dummy form - it has been for TY2018 and still is in the first release for TY2019 (unless there's any major programming update that hasn't yet been rolled out). It is, therefore, not any different than you attaching a PDF to the return in PS. But yes, F.461 is in Lacerte/PTO.

Well, that's good for Lacerte but ProSeries is what I use. I have noticed that neither Form 8990 or Form 461 were listed in the new forms for 2019 that ProSeries put out in an email for their 2019 enhancements.
