If client does not claim medical expenses this year, can they claim them next year? They were on Soc Sec and small disability for 2018 , but are back to work now.

Unless they were paid on a credit card in 2018 and card paid in 2019

The date the bill is charged to the credit card is considered the date of payment for tax purposes though. It doesn't matter when the credit card bill is settled.
