I have a W2 with 2 states withholding. The total wage is not broken down to match the state. The total is used as state income for each. How is the breakdown figured?
Your client should be able to get the details from the employer, who wouldn't normally withhold and remit SIT unless they determine there's taxable wages to those states.
Only caveat is that employees may not always report the correct number of workdays in the respective states or inform their employers of the date of relocation on a timely basis.
You would likely have to do a bit of due d to get to the bottom of it.

Because not all States have you report it like that.

Some States need you to report the full Fed amount. It's the residency or source data or credit for tax paid to another State, that results in any adjustment, credit or consideration.
