Is there a big difference in professional vs. basic Proseries? I'm thinking of switching to Professional but not sure if it's worth it.

Basic doesn't have e-file for cities, does Professional?

    Does Professional have S-corp form?

You need to use Professional to prepare business returns like the 1120S.

But you can download and use Professional to do that on a Pay Per Return basis when you use Basic for your Individual returns.

As far as I know, Basic and Professional have the same e-file abilities.  So if Basic can't e-file it, neither will Professional.

As Lisa said, as a Basic user you can download and use Professional on a Per-Per-Return basis.  Using just the 'regular' version of Professional you would still do business returns on Pay-Per-Return basis, unless you have a lot of S-corporation returns and upgraded to the package that has unlimited S-corporation returns.

So based on the two points you mentioned, using Professional would not change anything.  However, there are some features and abilities that Professional has that you might like.  As I mentioned above, as a Basic user you can download and use Professional.  You can test things out for free, but if you want to print or e-file, that is when you need to pay.

I don't think Lacerte will efile those. I don't do any Ohio cities (or do so rarely) so am not 100% sure.

@TaxGuyBill For the Professional version there is Choice 200, 1040 Complete and Power Tax Library. Do you know much about what the Power Tax Library is?

The Power Tax Library has unlimited Business returns.

The Choice 200 seems to be a new offering, and seems to be quite a good deal if you prepare less than 200 returns.  However, it would be interesting to see if they would let you have it at that price (you are not a new customer) and if they allow you to keep that package in future years.
