first extension not completed

I have completed the extension forms yet when I go to efile I am getting

"first extension not completed"

Youve opened the 4868 and checked the box at the top to Freeze figures flowing to it?

Youve marked the EF box on the fed info worksheet to file the 4868 electronically (Part VII) ?  

If youre including a payment there are more steps, but those 2 should get it Efiled if no payment is being sent.
