Final review error - third party designee

Hello - 

Experiencing a circular error with 3rd party designee. When blank, the message says the phone number should be entered, when entered, the message says the phone should be blank.

Does anyone have insight into this?

Under firm information in option, is phone number listed, and box checked to print phone number on return
