I have a client whose Federal Return keeps getting rejected due to the omission of an IP PIN. My client doesn't live in any of the states approved to receive an IP PIN nor have they ever asked for IP PIN from the IRS. Is this a glitch in the Intuit software or is this strictly something on the IRS side. It's impossible to talk to anyone at the IRS about this matter. Anyone have any suggestion as to how we get around this blockage?

Not sure about your client living in a state not allowing a pin. If a client has suffered identity theft the IRS will issue an ID pin that is absolutely essential in order to e-file--no ID pin then you must paper file. I did see a thread earlier saying to call IRS to request a re-issued pin(all but impossible at this time tho)

If you live in one of 20 locations, you are eligible for the online IP PIN Opt-In Program. To be eligible for 2020, you must have filed a federal return last year as a resident of Arizona, California, Colorado, Connecticut, Delaware, District of Columbia, Florida, Georgia, Illinois, Maryland, Michigan, Nevada, New Jersey, New Mexico, New York, North Carolina, Pennsylvania, Rhode Island, Texas or Washington.
Have your client follow the instructions at the web site below. If they have a IP PIN it will re-send the letter.

Youre kind of stuck, either the client needs to do some legwork and request the IP PIN from IRS (you can do this online, Ive had 2 clients with no history of ID theft have to do this for 2019) or you paper file the return.
