If the parents claim the daughter as a dependent, yes (unless the parents qualify for an exemption).
If the parents choose not to claim the daughter, I think technically the penalty may apply to the parents (I would need to look that up), but in reality, nobody actually does it that way.
As a side note, depending on what State they live in, the daughter may qualify for Medicaid.
