Why is a client taxed and charged a 20% penalty on a H.S.A distribution if all is used on medical expenses and box is checked on 1099-SA?

It is a known software bug that hasn't been fixed yet.

They did have kind of a list of the bigger issues for awhile last year and then it kind of fizzled out.
