2023 CA 540, Form 3804-CR does not work correctly and there is no override option for Part II, Line 4

The 2023 CA Form 540, PTE 3804-CR doesn't work right; Part II, Line 4 PTE credit claimed is less than the 540, Line 44 PTE credit, maybe related to the Other State credits on Line 43. The PTE credit on Schedule P, credit 242 (PTE), column (b), matches the 540 so I don't think the problem or solution lies there.

I wasted 3 hours with Technical Support today, 2 hours while a Tier 2 tech gave bad advice to a new tech and another hour to reinstall Proseries individual software that the Tier 2 person had me delete for no benefit. 

The CA 3804-CR programming was wrong last year, I am very disappointed this software still doesn't work. Why am I paying thousands of $ to a company that doesn't listen? The successful 2022 override in Schedule P won't solve this issue.

Help please!!
