1099-G state refund

2018 Illinois refund does not come over to 2019 - 1040 Schedule 1 from 1099-G. That would be to Part 1, line 1.

Did law change or are we doing something wrong?

Did your client Itemize last year, and is it included on the federal 

Sorry, misread question. FYI I do IL returns, and mine have the correct carry overs

Good question. Can't see anywhere where the law has changed.

You'll probably want to walk through the state tax refund worksheet to make sure its being reported properly...some may not be taxable, some will, it all depends on each clients individual tax situation.
