Why are the "Miscellaneous Itemized Deduction (2% Limitation) page and "Employees Car and Truck Expenses" page printing with the 2018 organizer?

Based on a quick search....it appears no more than HALF of the states with income tax have conformed to TCJA.

I find it a bit difficult to believe that ALL these questions are from tax prepares that do returns in those +/- 20 or so states that have conformed.   

Just an observation.
