Make critical diagnostics actually critical

Diagnostics labelled as critical should be those that prevent e-filing.  There is no way to know whether a critical diagnostic is actually critical until you actually try to e-file.  If you have more than one critical diagnostic and you are prevented from e-filing there is no way to know which one you have to clear unless you contact PTO.
