Support immediately provided the solution, which for anyone looking for this in future searches was this:
1. Goto the <Profile> tab.
2. Select one of the states on the return and DELETE IT (no this doesnt appear to lose your income and expense mappings to that state as long as you add it right back again).
3. Re-Add the state you deleted.
File Returns screen now loads fine.
