I have a client that is getting multiple state refunds but does not want to pay the federal tax amount due.
How do I set up electronic filing to get the state refunds?
Or do I have the states send a paper check to avoid any potential issues?

Try using -1 here to show now payment.
OR
If you can file the state returns now and the federal later. Client might have the refunds in time to pay fed.
You file federal and state electronically, but do not select paying balance due from bank.
