I have been trying to add new clients with their PY 1040 but the upload kept failing with an error message about file format and file size. The 1040 files I am trying to upload all met the format and size requirements, and the files are limited to just the two pages of Form 1040.
Has anyone encountered the same issue?

By now, judging by the numbers of posts you've made about it, I think you could have typed that data in already. Just sayin.
My understanding is that this import from pdf is only to populate the prior year amounts for the summary that will print the next year. It ONLY imports the 1040 and none of the other pages of the return. It is NOT intended to do all the input of the return, e.g. so you can prepare the amended return.
If you have the files from another software, you can convert. That will get everything (probably) and you now have usable file data to amend or do anything else you might want to do with the prior year, including state returns.
P.S. Use of abbreviations can be confusing, so please don't use they. I initially thought you were have problems with a Part Year (PY) return.
Thank you for the feedback. I am only looking to import the two pages of Form 1040 so ProConnect can create the client profile and populate the prior year amounts for the summary. However, it didn't work and customer service said I will likely need a different PDF file which didn't make sense to me.
I also tried converting the PDF to another allowable format (JPEG) and it still didn't work.
Try higher resolution scan? How large is the pdf file? How did you get the pdf - scan or input?
